As of <strong data-start=\"391\" data-end=\"409\">September 2025<\/strong>, more than <strong data-start=\"421\" data-end=\"464\">one million internally displaced people<\/strong> remain in displacement situations, including <strong data-start=\"510\" data-end=\"563\">over 100,000 individuals living in official camps<\/strong> in the Kurdistan Region of Iraq and <strong data-start=\"600\" data-end=\"622\">Ninewa Governorate<\/strong>.<\/p><p data-start=\"625\" data-end=\"1077\">The report notes the continuation of <strong data-start=\"662\" data-end=\"697\">voluntary departures from camps<\/strong>, with thousands of families leaving since the beginning of 2025\u2014most returning to their areas of origin in <strong data-start=\"805\" data-end=\"840\">Ninewa, Salah al-Din, and Erbil<\/strong>. However, this movement faces significant obstacles due to the <strong data-start=\"904\" data-end=\"951\">suspension of certain government procedures<\/strong>, the <strong data-start=\"957\" data-end=\"1031\">lack of clarity regarding grants allocated for return or reintegration<\/strong>, and the <strong data-start=\"1041\" data-end=\"1076\">decline in humanitarian funding<\/strong>.<\/p><p data-start=\"1079\" data-end=\"1182\">The report confirms that the main challenges to achieving <strong data-start=\"1137\" data-end=\"1174\">durable solutions to displacement<\/strong> remain:<\/p><ul data-start=\"1184\" data-end=\"1546\"><li data-start=\"1184\" data-end=\"1243\"><p data-start=\"1186\" data-end=\"1243\">Damage to or destruction of housing in areas of return.<\/p><\/li><li data-start=\"1244\" data-end=\"1315\"><p data-start=\"1246\" data-end=\"1315\">Weak basic services, particularly <strong data-start=\"1280\" data-end=\"1312\">water, education, and health<\/strong>.<\/p><\/li><li data-start=\"1316\" data-end=\"1380\"><p data-start=\"1318\" data-end=\"1380\">Limited employment opportunities and <strong data-start=\"1355\" data-end=\"1377\">stable livelihoods<\/strong>.<\/p><\/li><li data-start=\"1381\" data-end=\"1476\"><p data-start=\"1383\" data-end=\"1476\">Difficulties in obtaining <strong data-start=\"1409\" data-end=\"1432\">civil documentation<\/strong>, especially the Unified National ID card.<\/p><\/li><li data-start=\"1477\" data-end=\"1546\"><p data-start=\"1479\" data-end=\"1546\">Fragile <strong data-start=\"1487\" data-end=\"1521\">security and social conditions<\/strong> in some areas of origin.<\/p><\/li><\/ul><p data-start=\"1548\" data-end=\"1650\">The report also highlights the <strong data-start=\"1579\" data-end=\"1638\">deterioration of conditions within the camps themselves<\/strong>, including:<\/p><ul data-start=\"1652\" data-end=\"2024\"><li data-start=\"1652\" data-end=\"1698\"><p data-start=\"1654\" data-end=\"1698\">Reduced and irregular <strong data-start=\"1676\" data-end=\"1695\">food assistance<\/strong>.<\/p><\/li><li data-start=\"1699\" data-end=\"1765\"><p data-start=\"1701\" data-end=\"1765\">Weak <strong data-start=\"1706\" data-end=\"1725\">health services<\/strong>, particularly <strong data-start=\"1740\" data-end=\"1762\">mental health care<\/strong>.<\/p><\/li><li data-start=\"1766\" data-end=\"1853\"><p data-start=\"1768\" data-end=\"1853\">Poor housing conditions and infrastructure, especially with the approach of winter.<\/p><\/li><li data-start=\"1854\" data-end=\"1916\"><p data-start=\"1856\" data-end=\"1916\">Significant pressure on <strong data-start=\"1880\" data-end=\"1913\">water and sanitation services<\/strong>.<\/p><\/li><li data-start=\"1917\" data-end=\"2024\"><p data-start=\"1919\" data-end=\"2024\">Declining quality of education due to <strong data-start=\"1957\" data-end=\"2023\">staff shortages, overcrowding, and the closure of some schools<\/strong>.<\/p><\/li><\/ul><p data-start=\"2026\" data-end=\"2615\">From the perspective of <strong data-start=\"2050\" data-end=\"2102\">Al-Rakeeza Foundation for Relief and Development<\/strong>, the findings of this report directly intersect with several of the Foundation\u2019s areas of work. The report underscores the continued need to <strong data-start=\"2244\" data-end=\"2287\">rehabilitate housing and infrastructure<\/strong> in both camps and areas of return, placing <strong data-start=\"2331\" data-end=\"2349\">reconstruction<\/strong> at the core of any serious approach to durable solutions. It also demonstrates that weak <strong data-start=\"2439\" data-end=\"2472\">water and sanitation services<\/strong> remain among the most significant factors contributing to the vulnerability of displaced persons and returnees, both inside and outside camps.<\/p><p data-start=\"2617\" data-end=\"3004\">Regarding <strong data-start=\"2627\" data-end=\"2642\">livelihoods<\/strong>, the report emphasizes that the absence of <strong data-start=\"2686\" data-end=\"2703\">stable income<\/strong> represents the greatest challenge to the sustainability of return or local integration. A large proportion of families rely on <strong data-start=\"2831\" data-end=\"2856\">irregular daily labor<\/strong>, reinforcing the need for <strong data-start=\"2883\" data-end=\"2940\">economic empowerment and vocational training programs<\/strong> that support self-reliance and reduce dependence on assistance.<\/p><p data-start=\"3006\" data-end=\"3413\">In the <strong data-start=\"3013\" data-end=\"3033\">education sector<\/strong>, the report highlights a decline in the quality of educational services in camps and areas of return due to staff shortages, overcrowding, and weak infrastructure. This poses a real threat to the future of displaced children and youth and underscores the importance of investing in <strong data-start=\"3316\" data-end=\"3356\">education, training, and development<\/strong> as essential tools for breaking cycles of vulnerability.<\/p><p data-start=\"3415\" data-end=\"3765\">The report also shows that <strong data-start=\"3442\" data-end=\"3469\">humanitarian assistance<\/strong> remains a pressing necessity, particularly in light of reduced funding and irregular food and health support. This requires maintaining a <strong data-start=\"3608\" data-end=\"3650\">minimum level of humanitarian response<\/strong> alongside efforts toward durable solutions, in ways that strengthen the resilience of individuals and communities.<\/p><p data-start=\"3767\" data-end=\"4271\" data-is-last-node=\"\" data-is-only-node=\"\">The publication of this report reflects <strong data-start=\"3807\" data-end=\"3845\">Al-Rakeeza Foundation\u2019s commitment<\/strong> to knowledge sharing, evidence-based action, and encouraging partners and stakeholders to engage with UN analyses that contribute to a deeper understanding of displacement challenges in Iraq.
